Town Council approved the budget at a 0% increase to the property tax levy this year. June 5, 2023 will be our first all-day referendum on the town budget.
This change is due to the voter approved Charter Amendments and opens the opportunity for more voices to be equally heard. We no longer hold a Financial Town Meeting which typically only 35-50 voters attended and voted.
2023-2024 Budget
The property tax levy did not increase because town employees level-funded their departments out of financial awareness for the residents. There were increases in health insurance costs, in addition to the recently voter-approved school budget. Council made a reduction to our fund balance from 16% to 15% to offset these changes. This may result in an increase next year.
Another major change to the budget is the Transfer Station expenditures increase substantially. However, revenue for the Transfer Station also increased substantially since Hopkinton residents are using our Transfer Station exclusively instead of going to Westerly. We receive $75,000 from Hopkinton in addition to tipping fees as they use these services.
